Ottawa, Ontario-The Canadian Hardwood Plywood and Veneer Association (CHPVA) issued a statement saying it was "surprised and disappointed" by the government's recent decision not to impose anti-dumping duties on decorative plywood imported from China.

The Canadian International Trade Tribunal (CITT) determined that the decorative plywood made in China “has not caused harm to the domestic industry, nor has it threatened the threat of harm to the domestic industry”.

Chinese companies participating in the anti-dumping investigation include: Celtic Company, Linyi Evergreen Wood Co., Ltd., Linyi Huasheng Yongbin Wood Co., Ltd., Linyi Jiahe Wood Co., Ltd., Pingyi Jinniu Wood Co., Ltd., and Pizhou Jiangshan Wood Co., Ltd. , Shandong Haomu Industry Import Co., Ltd. Export Co., Ltd., Xuzhou Shengping Import and Export Co., Ltd.

CHPVA pointed out that the CITT decision replaced a parallel investigation by the Canadian Border Services Agency, which determined that a large amount of decorative plywood imported from China was dumped and subsidized with a profit of up to 300%. The anti-dumping investigation was initiated by a complaint filed by CHPVA and member companies (including Columbia Forest Products, Husky Plywood, and Rockshield Engineered Wood Products) on April 21. This complaint was supported by Precision Veneer Products Ltd. and ProPly Custom Plywood Inc.

The complainant stated that the Canadian decorative plywood industry is facing an increase in suspected dumping and subsidized imports, loss of market share and sales, weakened prices, reduced prices, insufficient capacity utilization, threats to continued investment, and financial performance affected, and Reduce employment.

CHPVA stated that several Canadian companies producing decorative plywood have closed down in recent years due to "competition from dumping and subsidized Chinese imports."

CITT's decision is diametrically opposed to the final decision of the U.S. Department of Commerce (DOC) in September 2018, which supports complaints filed by the Decorative Hardwood and Veneer Association and its members. The U.S. Department of Commerce announced that certain types of hardwood plywood from China-those packaged into kitchen cabinets-belong to a group of products sold at unfairly low prices in the United States, and these products will be subject to anti-dumping and countervailing duties. . Up to 200%.
